I am writing to express deep concern over the Israeli military's raid on Kamal Adwan Hospital in Beit Lahia and the detention of its director, Dr. Hussam Abu Safiya, along with numerous medical staff and patients. These actions raise serious humanitarian and legal issues. On December 28, 2024, Israeli forces conducted a military operation at Kamal Adwan Hospital, alleging its use as a Hamas command center. During the raid, over 240 individuals were detained, including medical personnel and patients. The hospital, which served as one of the last functioning healthcare facilities in northern Gaza, has been rendered inoperative following this incident. Among those detained was Dr. Hussam Abu Safiya, the hospital's director and a dedicated pediatrician. Reports indicate that Dr. Abu Safiya was subjected to physical assault during his arrest. His current condition and whereabouts remain unknown, exacerbating concerns for his safety. The World Health Organization (WHO) has condemned the raid, emphasizing that it the last major healthcare facility in northern Gaza, thereby endangering the lives of approximately 75,000 residents who now lack access to essential medical services. I urge Congress to take the following actions: 1) Condemn the Raid and Detentions: Issue a formal condemnation of the Israeli military's actions against Kamal Adwan Hospital and the detention of medical personnel, highlighting the violation of international humanitarian laws that protect medical facilities and staff in conflict zones. 2) Call for Immediate Release: Advocate for the immediate and unconditional release of Dr. Hussam Abu Safiya and all detained medical staff, ensuring their safety and prompt return to their vital duties in providing healthcare to the civilian population. 3) Ensure Protection of Medical Facilities: Press for adherence to international laws that safeguard medical facilities and personnel, ensuring that hospitals and clinics in Gaza and other conflict areas are protected from military operations and can function without interference. 4) Facilitate Humanitarian Assistance: Support initiatives that allow for the unimpeded delivery of medical supplies, equipment, and personnel to Gaza, addressing the critical healthcare needs of the population. 5) Promote Accountability: Encourage an independent investigation into the raid on Kamal Adwan Hospital to hold accountable those responsible for violations of international law and to prevent the recurrence of such incidents. The situation in Gaza is dire, and the recent actions against medical facilities exacerbate the humanitarian crisis. It is imperative that the United States, as a proponent of human rights and international law, takes a firm stand to protect medical personnel and ensure the delivery of essential healthcare services to civilians in conflict zones. Thank you for your attention to this urgent matter.
