I am writing to demand that you openly and forcefully oppose H.R. 4846, Randy Fine’s so-called “Thump Thump” Act, and that you immediately move to censure Rep. Fine. This legislation is nothing less than an attack on free speech, the right to peaceful assembly, and the safety of every individual in this country.
Rep. Fine has made his intentions explicitly clear. On June 27, 2025, he posted:
“The Thump Thump Act will allow Americans to run over these Muslim Terrorists. They don’t try this in Florida because of the bill I helped pass in the Legislature to allow them to be run over. It’s time to take it national. Thump thump.”
On June 17, 2025, he doubled down:
“Blocking a road is a form of terror. It stops medical emergencies. It keeps people from living their lives. In Florida, I helped pass a bill to allow you to run them over. Now I’m taking it national. The Thump Thump Act is coming. Drive away.”
This is not lawmaking — it is the incitement of violence against peaceful protesters, many of whom are exercising constitutionally protected rights. The targeting of Muslim Americans in his statements makes this not only an assault on civil liberties, but a clear endorsement of religious bigotry and political violence.
The censure of Rep. Fine and the rejection of his legislation must not be treated as a partisan issue. Both Democrats and Republicans, as well as all third parties, should be united in stopping him from undermining the basic rights enshrined in the Constitution. Protecting these rights is fundamental to representing the ideals that the vast majority of Americans value, regardless of political affiliation.
Rep. Fine’s rhetoric is far more befitting of someone under domestic terrorism investigation than of a member of Congress sworn to uphold the Constitution. Failure to loudly and publicly condemn him is tacit approval of political violence, racism, and the dismantling of the Bill of Rights.
Congress must:
1. Reject H.R. 4846 outright and ensure no similar bill is advanced.
2. Censure Randy Fine immediately for his open calls to harm Americans.
3. Affirm the constitutional rights to free speech and peaceful assembly without threat of state-sanctioned violence.
If you do not stand against this bill and against Fine’s violent, un-American rhetoric, you are signaling to the American people that their elected officials are willing to abandon them to racist, fanatical enemies of our Constitution.
