Withholding funds Congress has already appropriated is unconstitutional, violates the separation of powers, and undermines Congress’s power of the purse. The Impoundment Control Act was designed to stop this kind of overreach, and the Supreme Court has already ruled against similar attempts in the past. Allowing this to proceed would set a dangerous precedent for our democracy. Thank you for your leadership.
